Her base kit is not bad. She is a solid servant for a newer account. But what she does, is either not that great later down the line, or is outclassed by just another card type. And that is the thing with welfares. With some exceptions, they are supposed to be stopgates until you get something better.
But seriously, buff Quetzalcoatl. ANY Quetzalcoatl. Just not Kukulkan. She definitely doesn’t need one.
